Two applications had been previously refused at Committee despite officer recommendation for approval. Instructed to advise on a strategy for negotiating planning permission whilst keeping the option to appeal against the refusal. A new design team were instructed, full public consultation with Members, Ward Councillors, the local community, English Heritage, Humber Design Panel and the Pre-­Application Committee to present and hear views about the revised design approach. Continual engagement with officers and consultees was a vitally important component to a successful outcome at Committee. Key considerations to Members were high quality design, regeneration and inward investment, deliverability and consultation. Planning permission was successfully achieved at Committee within 7 months of instruction.

Quebec House

Watkin Jones are a national provider of student housing in partnership with the education sector (approximately 20-25,000 bed spaces). Proposals to develop Quebec House Kingston-upon-­Thames had failed to achieve permission with restrictions to constrain the development to 5 storeys. Instructed to project manage the application process including the appointment of architects and other consultants to take a fresh approach to the development of the site. Permission was granted in September 2008 with a recommendation for approval of a development comprising 6 storeys and 129 student bed spaces with A1 retail at ground floor. Objections to previous schemes from the Environment Agency and other third parties were overcome.
